Texas Democratic state Rep. Nicole Collier abruptly hung up on a private call with California Gov. Gavin Newsom and other Democratic leaders this week after being told that it was a felony for her to be in the call while at the Texas Capitol.

The video call from Newsom’s office was with members of the state legislature on both coasts on Wednesday afternoon. It came as Democrats in the Texas House had gathered to begin a day of voting on a highly contentious redistricting bill that Democrats say violates federal voting protections.

Collier joined the call, along with Newsom, California Democratic National Committee Chair Ken Martin, and other Democrats as the Texas House of Representatives debated a Trump-backed redistricting bill.

At one point during her comments on the call, Collier said the map violated the Voting Rights Act and would diminish the ability of minority communities to elect the candidates of their choice.

“This bill will prevent Black and brown individuals from selecting the candidates of their choice because they’re cracking and packing these districts,” Collier said.

About 30 minutes into the meeting, and while Martin was making a point, Collier suddenly cut off the call, standing up to announce she needed to leave.

“I have to leave. I’m so sorry,” Collier said. “They said it’s a felony for me to be on this. I can’t be on the floor. I can’t be in the bathroom,” she said to someone out of the camera’s view.

“You told me that I can only be here in the bathroom,” Collier added to the person.

Collier then turned back to the video conference call and said, “No, hang on. Bye everybody. I’ve got to go.” She then hung up.

Sen. Cory Booker of New Jersey, who was on the call, immediately expressed outrage at the situation. “Listen, it’s outrageous,” Booker told the group. “Rep. Collier in the bathroom has more dignity than Donald Trump in the Oval Office.”

Newsom silently nodded in agreement.

Booker continued: “What they’re trying to do right there is silence an American leader, silence a Black woman, and that is outrageous. What we just witnessed, them trying to shut her down and saying it’s illegal for her to be in the bathroom and on this call, this is the lengths that they’re going to in Texas.”

Newsom also unveiled the new congressional map in California that would likely eliminate five Republican seats if it were approved in California to match redistricting efforts in Texas that could add as many as five Republican seats, according to Politico.

On Friday, the new California map was released.

The Democratic fight over redistricting intensifies between California and Texas.

The tense episode came at the end of two weeks when dozens of Texas Democratic House members left the state in an unsuccessful attempt to deny Republicans the quorum needed to take up controversial legislation, including the redistricting measure.

After the two-week fight, Gov. Greg Abbott and other GOP state leaders ordered the arrest of the Democrats, threatening to have them removed from office if they didn’t return.

On the day Democrats returned to the state Capitol to begin the redistricting fight, some members of the Legislature said that Texas Department of Public Safety officers were assigned to follow each of them, sometimes assigned to guard their offices or walk behind them as they moved through the building.

A few lawmakers said they were asked to sign “permission slips” to be let out of the Capitol under the new security policies intended to make sure that Democrats didn’t flee and leave the Legislature without a quorum.

The Texas bill, which could add as many as five Republican congressional seats, has been seen by Democrats as having the effect of cementing Republican power for the next decade. So to combat that, California Democrats announced they had their redistricting plan that would take aim at the Republican congressional districts in the Golden State.

Newsom on Wednesday announced that a new congressional map in California had been drawn in collaboration with the DCCC that would likely erase five Republican seats.

The new California map was released on Friday.

The new California map could have the effect of undoing some of the Republican gains in Texas. And with both Republicans and Democrats eyeing control of the U.S. House and Senate in the next election, every single new district makes a difference. For Democrats, the fight in Texas has taken on a two-fold meaning. It’s become both a symbol of what they see as voting rights concerns but also an opportunity to fight back against Republican gains.
